I live in Minnesota. I pay Minnesota taxes. I have a Minnesota drivers license. My license recently expired when I turned 21. Today I went to renew my license.
It is a fairly simple building, with the normal business hours (if closing at 4:15 is normal) and normal, state employees inside. They use taxes (as well as proceeds from test fees and such) to pay for the rent, employees, utilities and such. I would call it a public service and the building a public building. But the sign saying “No Public Restrooms” confuses me. A member of the public who pays for the existence of such a place can’t use its facilities? Seems a bit silly.
